sustainable use of ranelands is conditional on conservation. given that the socio - economic and ecological systems of rangelands are changing, planning is important to review the cuuent siuation and make decisions for existing conditions. this research intends to investigate the internal factors affecting the exploitation of rangelands in the three cpunties of Gonbad-Kavoos , Aqqala and Gomishan using the perspectives of various actors, including experts and managers, rangers and Gonbad-Kaoos the universities of Agricultural Sciences and Natural Resources of Gorgan and Gonbad-Kavoos University. for this purpose, SWOT analysis was used to determine the strategic position of the Qeshlaqi rangelands of Golestan province and provide solution. the factors identified thriugh the preparation and completinn of the questinnaire using the likert scale method were prioritized and compared by the aforementioned actors the results showed 37,41,12 and 20 factors of strength, weakness, apportunity and threat for the explotiation of the ranglands of the three counties respectively. the strategic location of pasture managment in three cities was also aggressively indetified . finally by comparing the strategies of the seventh development plan in the rangeland manaegment sector white the results obtained from the present study, approving the Inchebron free zone, allocating goverment funds to implement rangeland development plant and projects in the region, paying attention to the ecotourism value of ranelands, quantitative and qualitative development of integrated rangland managment plans and optimizationand establishing pharamaceutical industries to develop sustainable exploitation of rangland medicinal plants. it was inrtoduced as suggested stategies for better managment of the rural pastures of the study area.
