Index Localization: The Role of Social Capital for the Protection and Management of Forest Use Using the Multiple Criteria Decision-Making Method (Case Study: Emamzadeh Abdollah Amol Forest)

Social capital is a key factor in preserving and managing natural resources. Societies with strong social relationships and networks have better opportunities for enhancing collaboration, sharing knowledge, resolving conflicts, mobilizing resources, and supporting sustainable actions. Understanding and nurturing social capital is crucial for creating flexible and effective systems for the sustainable conservation and utilization of natural resources. This study aimed to examine and compare the perspectives of experts and stakeholders regarding public participation in the conservation, restoration, development, and utilization of the Emamzadeh Abdollah Amol forests by localizing seven criteria and 65 sustainability indicators developed in the Near East process. Questionnaires were developed and distributed among various groups involved in the region. The reliability of the questionnaires was checked using Cronbach's alpha coefficient in SPSS 26, yielding a satisfactory reliability coefficient of 0.622. The OPA model and LINGO 14.0 software were used to weight the sustainability criteria and prioritize the localized indicators. The results indicated that more than 30% of the study population (870 individuals) had multiple occupations. The priority ranking of the localized indicators using the OPA model showed that the "helping to enhance facilities and human resources for conservation and restoration" indicator had the highest weight (0.27), while the "support and trust in government and programs" indicator had the lowest weight (0.10).  Additionally, the weighting results of the Near East process criteria and indicators showed that the "protection functions of forest resources" criterion had the highest rank and weight, with the "recreational value" index ranked first (weight: 0.28). In general, the localization of social capital indicators in the Emamzadeh Abdollah Amol region suggests that the recreational value index is an effective approach for designing and implementing natural resource protection and management systems. Given the importance of natural resources in preserving biodiversity and providing raw materials for the economy, the value of localizing social capital indicators as a practical and effective tool cannot be overlooked.
