One of the most important factors in the social, cultural, and economic development of human societies is the diverse dimensions of participation. Participation at different stages, from decision-making to implementation—particularly in natural resource projects—plays a significant role in achieving sustainable management of these resources. The objective of this study is to evaluate and compare the success and failure of participatory projects under the Carbon Sequestration Program in Azadshahr County. The statistical population of this research consists of six villages, all of whose households are covered by the Carbon Sequestration Program projects in Azadshahr County. Accordingly, based on Cochran’s formula and a confidence level of 0.95, a sample of 43 household heads, along with 30 experts and executive managers from relevant organizations, were randomly selected. Data were collected through structured questionnaires. Content analysis was employed to assess validity, and the reliability of the questionnaire was confirmed using Cronbach’s alpha. The research adopted a descriptive–analytical approach and was based on field data. Information was gathered through structured questionnaires and interviews with local communities, experts, and stakeholders. The quantitative results indicated that the level of participation of local communities in the Carbon Sequestration Program projects in the Tilabad area was moderate to relatively high across social, economic, and ecological dimensions. Based on the mean scores of the Likert scale, in the social dimension, the rural cooperative formation project achieved the highest level of participation with an average score of approximately 2.39. In the economic dimension, the orchard development project through the planting of various fruit-bearing seedlings showed the highest level of effectiveness with a mean score of about 2.95, and in the ecological dimension, the same project ranked first with an average score of approximately 3.03. The findings suggest that strengthening local capacities and enhancing awareness can provide a foundation for increased participation and the sustainability of natural resource management programs. The results of this study can help natural resource experts and facilitators of participatory carbon sequestration projects become more familiar with the strengths and weaknesses of implemented actions and can serve as a basis for planning future initiatives.
