fa راهبردهای مدیریتی طرح‌های طوبی در استان کردستان Management strategies for Tooba projects in Kurdistan province تخصصي Special پژوهشي Research طرح‌های طوبی در دهه 1370 شمسی با هدف توسعه باغات (یا کاشت گونه‌های درختی مثمر دیم) و توانمندسازی جوامع محلی در کشور و استان کردستان طراحی و اجرا شد. هدف پژوهش پیش‌رو، شناسایی قوت‌ها، ضعف‌ها، فرصت‌ها و تهدیدهای طرح‌های طوبی در جنگل‌های استان کردستان و تعیین راهبردهای مدیریتی مناسب برای آن‌ها بود. به این منظور، فهرست طرح‌های طوبی اجرا  شده در استان کردستان تهیه شد (تعداد 90 طرح فعال). تعداد 20 طرح به‌عنوان نمونه به‌‌روش تصادفی انتخاب و کتابچه آن‌ها بررسی شد. سپس، پرسش‌نامه‌ای برای تحلیل قوت‌ها، ضعف‌ها، فرصت‌ها و تهدیدهای طرح طوبی تدوین شد و در اختیار جامعه آماری (شامل 30 نفر از جوامع محلی و 60 نفر از کارشناسان) قرار داده شد. امتیازدهی گروه‌های چهارگانه تحلیل قوت‌‌ها، ضعف‌‌ها، فرصت‌‌ها و تهدیدها براساس مقیاس لیکرت (امتیاز 1 تا 5) صورت گرفت و رتبه‌بندی آن‌ها براساس میانگین امتیازها و وزن نسبی رتبه‌بندی انجام شد. در ادامه، با استفاده از ماتریس ارزیابی موقعیت و اقدام راهبردی، راهبرد مناسب (تهاجمی، رقابتی، تدافعی یا محافظه‌کارانه) برای این طرح تعیین شد. براساس اطلاعات اخذ شده از اداره کل منابع طبیعی و آبخیزداری کردستان، تعداد 90 طرح فعال در استان کردستان وجود داشت  (در سطح 2240 هکتار)،  یافته‌های پژوهش نشان داد که مهم‌ترین ضعف‌ و تهدید این طرح‌ها به‌ترتیب واگذاری مالکیت عرصه به مجری طرح (با وزن نسبی 67/96 درصد)  و تغییر کاربری منابع طبیعی به مناطق مسکونی و باغات آبی (با وزن نسبی 89/92 درصد)  بود. در مقابل، برجسته‌ترین قوت و فرصت آن‌ها به‌ترتیب جذابیت تسهیلات آن‌ها برای جوامع محلی (با وزن نسبی 00/88 درصد)  و توانمندسازی جوامع محلی همراه با کاهش وابستگی به تخریب مستقیم منابع طبیعی (با وزن نسبی 00/94 درصد)  بودند. همچنین یافته‌های پژوهش حاضر، راهبرد تدافعی برای طرح‌های طوبی (64/8-؛ 63/4-) بود. براساس یافته‌های این پژوهش و به‌منظور تضمین پایداری بوم‌سازگان در طرح‌هایی که پوشش جنگلی (با گونه‌های جنگلی مثمر و دیم) به صورت کامل استقرار نیافته است، جنگل‌کاری با گونه‌های جنگلی مثمر دیم و واکاری پیشنهاد می‌شود.   The Tooba Plans were designed and implemented in the 1990s with the goal of expanding orchards (or planting productive dryland tree species) and empowering local communities across Iran, including Kurdistan Province. This study aimed to identify the strengths, weaknesses, opportunities, and threats (SWOT) of Tooba Plans in Kurdistan's forests and to determine appropriate management strategies. To achieve this, a list of implemented Tooba Plans in Kurdistan Province was compiled (number of 90 active plans) and 20 plans were randomly selected as samples, with their plan booklets reviewed. A questionnaire was then developed to analyze the strengths, weaknesses, opportunities, and threats of the Tooba Plans and distributed to the target population (comprising 30 local community members and 60 experts). Scoring for the four SWOT categories was conducted using a Likert scale (from 1 to 5), and rankings were based on average scores and relative weights. Subsequently, the Strategic Position and Action Evaluation (SPACE) matrix was used to determine the suitable strategy (aggressive, competitive, defensive, or conservative) for these plans. The findings revealed that the most significant weakness and threat were, respectively, the transfer of land ownership to plan implementers (with a relative weight of 96.67 percent) and the conversion of natural resources to residential areas and irrigated orchards (with a relative weight of 92.89 percent). In contrast, the most prominent strength and opportunity were the appeal of the plans' incentives to local communities (with a relative weight of 88.00 percent)and the empowerment of these communities alongside reduced dependence on direct degradation of natural resources (with a relative weight of 94.00 percent). Additional results indicated a defensive strategy for the Tooba Plans (-8.64; -4.63).
