fa راهکارهای مدیریت پایدار جنگل‌های هیرکانی، حاصل از تنفس بهره‌برداری، با استفاده از تاپسیس و انتروپی شانون Strategies for Sustainable Management of Hyrcanian Forests, Resulting from the Logging Ban, Using TOPSIS and Shannon's Entropy تخصصي Special پژوهشي Research بعد از تنفس بهرهبرداری در جنگلهای هیرکانی ضرورت دارد تا پیامدهای آن بررسی گردد. هدف از این تحقیق، شناسایی استراتژیهای مناسب حاصل از پیامد تنفس بهرهبرداری برای طرحهای جنگل‌داری آینده است. ابتدا پیامدهای مثبت و منفی با توجه به منشأ اثر در قالب عوامل درونی و بیرونی SWOT تنظیم شدند. بعد از غربال نمودن گویههای با روائی و پایایی قابل قبول، از تضارب عوامل درونی و بیرونی، استراتژیهای چهارگانه SWOT شامل راهبردهای تهاجمی (SO)، تنوعی رقابتی (ST)، بازنگری (WO) و تدافعی (WT) مشخص شدند. از طریق تکنیک TOPSIS، 45 استراتژی براساس معیارهای مدیریت پایدار از تعداد 15 نفر متخصص جنگل بهشیوه پیمایش دلفی با نمونهبرداری هدفمند و با لیکرت هفت درجه ارزیابی شدند. نتایج محاسبات انتروپی شانون نشان داد که معیارهای ساختار مدیریت، جوامع محلی جنگل‌ها، ارزشهای زیستمحیطی و سلامت، مقابله با مخاطرات و سایر کارکردهای جهانی جنگل بیشترین وزن و تاثیرگذاری را در رتبهبندی استراتژیهای مدیریت پایدار دارند. از بین راهکارهای رتبهبندیشده، برطبق اصل پارتو، 34 استراتژی دارای 80 درصد اهمیت هستند. بنابراین برای مدیریت پایدار میبایست طیف وسیعی از تصمیمات را در طرحهای جنگل‌داری اتخاذ نمود. براساس نتایج کمی TOPSIS، استراتژیهای توسعه صنوبرکاری، تنفس بهرهبرداری برای رویشگاهها گونههای خاص، قطعههای مخروبه و حاشیه روستاها، بهرهبرداری چوبی و غیرچوبی مشروط به حذف عوامل تخریب جنگل با مشارکت و افزایش درآمد بهرهبرداران سنتی و طراحی و اجرای طرحهای جنگل‌داری بهصورت متوازن در تمام حوزه های جنگلی با محدودیت بیشتر دامداری سنتی و تعامل مشروط به حفاظت و احیاء با دامداران جنگلها و تلفیق سه گانه دیدگاههای مدیریتی، زیستمحیطی و اجتماعی در نظارت طرحهای جنگلداری، ارتقاء برنامههای آموزش و ترویج منابع طبیعی، بهرهبرداری اصولی با هدف پروش تودههای جوان و کاهش مخاطرات طبیعی و توسعه زراعت چوب، برطرف نمودن اختلالات هیدرولوژیکی در زون جادههای جنگلی و اجرای طرحهای جنگل‌داری براساس معیارهای پایداری از مهمترین راهکارهای مدیریت پایدار جنگل محسوب میشوند.   After the logging ban in Hyrcanian forests, it is necessary to investigate its consequences. The purpose of this research is to identify appropriate strategies resulting from the logging ban for future forestry plans. First, the positive and negative consequences were categorized according to the origin of the effect as internal and external SWOT factors. After screening items with acceptable validity and reliability, four SWOT strategies—progressive (SO), competitive diversity (ST), revision (WO), and defensive (WT)—were determined. Forty-five strategies based on sustainable management were evaluated using the TOPSIS technique through a Delphi survey (15 experts) with purposeful sampling and a 7-point Likert scale. The results of Shannon's entropy calculations showed that the strategy of management structure, local forest communities, ecological and health values, dealing with risks, and other global forest functions have the most weight and influence in the ranking of sustainable management strategies. The results indicated that, according to the Pareto principle, 34 strategies account for 80% of the importance. Therefore, for sustainable management, a wide range of decisions should be incorporated into forestry plans. Strategies include the expansion of wood farming, conserving habitats, special trees, ruined parcels, and the outskirts of villages, wood and non-wood exploitation subject to the elimination of forest destruction factors, increasing the income of traditional users, and designing and implementing forestry plans that are balanced across all forest areas. Additional measures include stricter restrictions on traditional animal husbandry, conditional interaction with forest herders for protection and restoration, and the integration of management, environmental, and social perspectives in the supervision of forestry plans. Promotion of education programs and natural resources is also emphasized.
