fa شناسایی محرکه‌های اثرگذار بر تغییر کاربری اراضی جنگلی استان گلستان بر اساس نظر کارشناسان و نیروهای حفاظتی Investigating the driving forces affecting forest land-used change in Golestan province based on the opinion of experts and protection forces تخصصي Special پژوهشي Research <div style="text-align: justify;">جنگلزدایی و تغییر کاربری اراضی جنگلی به عنوان یک بحران جهانی مطرح است که روند روبهرشد و نگرانکنندهای داشته است. عوامل مختلفی به صورت ترکیبی بر تغییر کاربری اراضی تأثیر دارند و پیامدهای متنوعی را به وجود میآورند. در همین راستا تحقیق حاضر با هدف تحلیلی بر محرکههای اثرگذار و پیامدهای تغییر کاربری اراضی جنگلی استان گلستان بر اساس نظر کارشناسان و نیروهای حفاظتی انجام شد. جمعیت مورد مطالعه در تحقیق حاضر دربرگیرندۀ کارشناسان، نیروهای یگان حفاظت منابع طبیعی و قرقبانان جنگلها در استان گلستان است که 100 نفر از آنها به عنوان نمونه به شیوۀ گلوله برفی هدفمند در 10 شهرستان انتخاب شدند. ابزار جمعآوری اطلاعات پرسشنامه محقق ساخته بود که روایی آن با استفاده از نظرات کارشناسان منابع طبیعی و پایایی آن با محاسبۀ ضریب آلفایکرونباخ انجام گرفت. اطلاعات جمعآوری شده با نرمافزارهای SPSS25 و Smart PLS3 مورد تجزیه و تحلیل قرار گرفت. نتایج نشان داد، دو عامل ضعفهای قوانین و مقررات و خلأهای اجرایی آن  (000/0= ρ، 608/0= β و 110/24= t) و ضعفهای سازمانی و مدیریتی (000/0= ρ، 530/0= β و 401/15= t) قویترین تأثیر مثبت و معنیدار را بر تغییر کاربری عرصههای جنگلی استان گلستان دارند. یافتهها حاکی از آن است که تغییر کاربری جنگلها بیشتر متأثر از روشهای  با رویکرد بهرهبرداری غیرقانونی با ضریب مسیر 833/0 در سطح 99 درصد اطمینان بوده است. با توجه به نتایج، اصلاح و رفع تناقضات قانونی و تصویب قوانین ضروری جدید و متناسب نمودن مجازاتها با نوع و میزان جرائم متخلفان، تسریع و کوتاهتر نمودن فرآیند رسیدگی به تخلفات تخصصی منابع طبیعی، و همچنین اصلاح تشکیلات سازمانی و انتصاب مدیران مجرب و جسور به منظور اخذ تدابیر لازم در جهت پیشگیری از بهرهبرداریهای غیرمجاز، از مهم‌ترین پیشنهادهای تحقیق حاضر در راستای کاهش میزان تغییر کاربری اراضی جنگلی است.  </div> Deforestation and land-use changes in the forest are considered as a global crisis that has had a growing and worrying trend. Various factors have a combined effect on land use change and create various consequences. In this regard, the present research was conducted to analyze the influencing factors of forest land use change in Golestan province based on the opinion of experts and conservation forces. The population studied in the current research includes experts, forces of the natural resources protection unit, and forest rangers in Golestan province, of which 100 people were selected as a sample in 10 cities. The data collection tool was a researcher-made questionnaire, the validity of which was tested using the opinions of natural resources experts. Its reliability was calculated by Cronbach's alpha coefficient. The collected data were analyzed with SPSS25 and Smart PLS3 software. The results showed that two factors of the weaknesses of laws and regulations and their implementation gaps (ρ=0.000, β=0.608 and t=24.110) and organizational and managerial weaknesses (ρ=0.000, β=0.530 and t=15.401) have the strongest positive and significant effect on the change of use of forest areas in Golestan province. The findings indicate that the change of forest use was more affected by illegal exploitation methods with a path coefficient of 0.833 at the 99% confidence level.
